Test strategy is often assembled a piece at a time. A fixture gets built for one product, a boundary scan licence is bought for another, a functional rig is written for a third. Each decision makes sense on its own, and the result is coverage that overlaps in some places and leaves gaps in others — usually discovered when something reaches the field.
